HCD Consult LLC, founded in 2026, is a woman-owned business led by Kathleen McCarthy, a strategist with 20 years of experience across federal, state, and local levels. She has a passion for assisting people and communities to weather some of life's most difficult storms.

 

To that end, Kathleen, together with her consultant partners, can assist public and nonprofit leaders to navigate complex housing, homeless assistance, and community development concerns.

 

Kathleen recently spent six years at HUD Philadelphia as a Community Planning and Development Representative. She managed federal funding for cities and counties in Pennsylvania and Delaware, and provided vital regulatory guidance to CoC organizations in eastern Pennsylvania.

 

Before joining HUD, Kathleen worked in local government for twelve years. She led Chester County’s comprehensive policy plan update and authored the housing plan that sparked the County’s Housing Options Task Force.

 

She also secured funding for and led an 11-municipality study focused on farmworker housing and transportation solutions. She is ready to help you plan for stable, decent housing, reduce homelessness, and secure funding for community development projects.
